Lights and locks are the two cheapest purchases that change whether a ride ends badly. Lights do two separate jobs, being seen and seeing, and one light rarely does both well. Being seen and seeing are different jobs

Flashing modes deserve the same care. A fast, high powered strobe pointed forward at night is genuinely disorienting to anyone approaching, and on a shared path it is worse. Steady at the front after dark, flashing at the rear, is a decent default.
Daytime running lights
Riding with a flashing rear light in daylight is one of the cheapest safety improvements available to a cyclist. Daylight is when most riding happens and when a bike is easiest to lose against a busy background of parked cars, hedgerows and dappled shade. A flashing point of light does not blend in the way a rider in dark clothing does, and it gives a driver something to notice earlier.

Charging, mounting and not losing them
Rechargeable lights are lighter, brighter and cheaper to run, and they have one failure mode: you forgot. Cable locks are barely locks. A hand tool that fits in a jacket pocket goes through most of them quietly, and they exist because they are light and cheap. Use one to loop a front wheel back to the frame, never as the thing standing between a thief and your bike.
Locking technique matters as much as the lock
Lock the frame and the rear wheel to something immovable, and check the something: sign posts that lift out of the ground, railings with an open end and wooden fences all fail. Fill the shackle. Empty space inside a D-lock is room for a jack or a lever, so choose a lock size that leaves little air once the frame, wheel and stand are inside. Keep the lock off the ground, because concrete gives a thief something solid to smash against, and turn the keyhole to face down or away.
Two locks of different types is the strongest cheap upgrade there is, since a thief carrying tools for one is often not carrying tools for the other. A rated D-lock through frame and rear wheel plus a folding lock or a second D-lock on the front is a genuinely awkward bike to steal quietly.
No lock is unbreakable given enough time, the right tools and nobody watching.
